A real issue for me when it comes to both technological and political sustainability is that of predictability.  Scope creep, recurring program cancellations, and the ever-shifting sands of the requirements levied on new designs have been enormous drains on both NASA and military space programs.  I daren&#039;t hope for a change in the Congressional budgeting process, but it would be great if at least those advising the president could have some longevity to help stay the course!]]></description>

Too often (since Apollo) the plans and debates have revolved around the cost to DO something, ignoring the bigger economic impact of endless debate without moving forward in SOME concrete fashion.
